When workers at the Hormel meatpacking plant in Austin, Minnesota are asked to take a substantial pay cut in a highly profitable year, the local labor union decides to go on strike and fight for a wage they believe is fair. But as the work stoppage drags on and the strikers face losing everything, friends become enemies, families are divided and the very future of this typical mid American town is threatened.

In the early 1900s, the legendary Joe Hill emigrates with his brother to the United States. But after a short time, he loses touch with his brother. Joe gets a few jobs but is struck by all the injustice and tragedy going on. He becomes active in the forbidden union IWW, a union for workers without trades. It is forbidden to demonstrate and to speak in public but Joe gets around that by singing his manifests with the Salvation Army. He manages to get more and more people to go on strike with him but he also makes powerful enemies doing that. Finally he gets connected with a murder and during the trial he fires his lawyer and takes upon himself to become his own defender.

Every season, tens of thousands of migrant farmworkers converge on small communities like Immokalee, Florida where they plant and harvest the food that Americans consume. A vast majority of these workers are undocumented, leaving them at the mercy of the large agribusinesses who hire them, the crew leaders who contract them and the landlords and businesses that profit from the seasonal arrival of migrant workers. Their "undocumented" legal status allows for a system of exploitation that leaves workers and their families to endure conditions and wages that rarely meet international human rights standards. It is a cinematic parallel to Donner's New Book of Our Land (1967). The travelogue focuses especially on Finland's outsiders, low-paid workers and the unemployed. In desolate provinces, the inhabitants of a cold and barren country either humbly abide their fate, choose to move to Sweden or take refuge in excessive drinking. These images are accompanied by protest songs based on Donner's own prose and the lyrics of poet Jarkko Laine. Perkele is embodied in big business and the political elite.The jagged (anti)aesthetics of the film correspond to the underground movement and the radical politics of the time. The camera agilely penetrates everyday life. Though opposed to censorship, Fuck Off! itself transgresses the boundaries of privacy.
