Det lille lokaltog kommer møjsommeligt tøffende ind på Torslev station. Stationsforstanderen står iført tøfler på perronen og venter på toget. Da det standser, viser det sig, at der er en eneste passager med. En yngre fremmedartet, elegant klædt mand stiger ned på perronen med et par kufferter med en masse flotte mærker fra fremmede lande. Manden hedder Nelson. For mange år siden drog han udenlands. Nu vender han hjem for at se, hvordan det står til i hans fødeby.

Amy Dorrit – nicknamed Little Dorrit – was born in Marshalsea debtors prison, where her father has been incarcerated for a minor debt for the last 23 years. She lives with him in the prison at night, while going out to work as a seamstress during the day, for the unpleasant Mrs. Clennam. One day, Mrs. Clennam’s son, Arthur, returns home after spending years abroad, and falls head over heels in love with Amy. He marvels over the fact that his reserved mother has taken the girl under her wing, and senses a connection between Mr. Dorrit’s lengthy prison sentence and his own parents. Præsten på Snarø, Adam Valerius, er enkemand på tredje år, og frøkenerne i sognet står i kø for at blive den næste præstefrue. Ved et skæbnens puds bliver den københavnske skuespiller Emil Flor, som er på vej til øen, forvekslet med biskoppen, og han lever sig ind i rollen og løser elegant konflikten. Men så dukker den rigtige biskop op… Hele Danmarks Ib Schønberg var her, der og alle vegne i dansk film i 1940'erne. Men det var i denne komedie af Emanuel Gregers, at han oplevede sin karrieres største komediesucces. I ”Biskoppen”, som blev indspillet midt i besættelsestiden, er han den forfængelige skuespiller Flor, der griber chancen, da den rigtige ”rolle” byder sig. Og som desværre bliver i rollen til efter tæppefald!

Rigmandsdatteren Marianne skal være brudepige i Aalborg og tager fra København mod Jylland. I Solby kører hun for stærkt gennem byen, hvorfor hun kommer ud for et biluheld og lander i præstens have! Hun begynder straks at dirigere rundt med alle i præstegården, hvilket tante Marie bestemt ikke er glad for. Præsten er derimod tiltrukket af pigen. De bader i søen og går til bal sammen, hvilket medfører at fru Larsen tager ind for at tale med biskoppen. Efter at Marianne er taget tilbage til København melder Biskoppen sin ankomst i sognegården. Hvor skal præsten nu finde de 2.000 kr. ? Præsten har dog en del venner der forsøger at hjælpe ham, men han får også uventet hjælp af biskoppen.
