After a major conflict, Kazuma Washio (Hitoshi Ozawa) becomes the 6th boss of Tendokai, Kanto’s largest yakuza group. Wakagashira Date (Hideo Nakano) and Kurata (Yoshiyuki Yamaguchi) secure casino rights from the government, but top officials are soon murdered, and Date is framed. The trail leads to Sanko-kai, a Kansai syndicate forming ties with a Korean underworld led by Myojin Akinari (Noboru Kaneko), brother of Washio’s old rival. Sanko-kai’s boss Onizuka (Hiroshi Fuse), who holds a grudge against Washio, launches a political and violent offensive. As Tendokai fights back to reclaim the casino rights, tragedy strikes—Okita (Yasukaze Motomiya) is targeted. Japan’s largest underworld war erupts again—what awaits at the end?

Publishing editor Kojima (Sousuke Yamamoto) learns of this information and visits Yoshizumi's house to make an offer for the company's next work. However, Yoshizumi was absent, and his lover, Kyoka (Kyoko Maki), welcomed Kojima in his place. Kyoka used to be the geisha that Yoshizumi and Kojima went to at a restaurant together. To celebrate his 30th acting anniversary, Kōji Matoba stars as Seiji Oda, the fiercest member of Tendokai, who joins the organization under Kazuma Washio (Hitoshi Ozawa). In 2011, Tendokai dominates Kanto, while the rising Santōkai threatens them. Meanwhile, in Yokohama, Seiji Oda forms a rogue group, Oda Dōshi-kai, and violently protects his turf, clashing with Jinseikai. As Tendokai's Vice-Head Ryuji Kondo retires, Keiji Oda (Seiji's brother) is tasked with calming the tensions between the two groups, leading to a reunion between the Oda brothers.
