In the Edo period, a nameless ronin accepts an assignment to go to a mountain pass and wait. Near the pass he stops at an inn where a collection of characters gather, including a gang set on stealing shogunate gold that's soon to come over the pass. When the Ronin's assignment becomes clear, to help the gang, he's ordered to kill the inn's residents, including a woman he's rescued from an abusive husband. He's reluctant to murder innocent people; then he learns that the gold shipment is a trap and he's part of a double cross. How he sorts through these divided loyalties tests of his samurai honor, and perhaps of his love for a woman.

Kansuke Yamamoto is a samurai who dreams of a country united, peaceful from sea to sea. He enters the service of Takeda, the lord of Kai domain. Shinzō, the heir of the prominent Edo lumber dealer Yamashiroya, left home when his stubborn father, Chōzaemon, dismissed his lover, the maid Oyasu. Shinzō and Oyasu set up a household near a soba shop in Fukagawa, but Shinzō struggled financially, turning to gambling and fighting, while Oyasu worked as a tea server in a theater, constantly harassed by a small-time gangster, Rikichi, for cigarette money. The only ones concerned about Shinzō and Oyasu were Shinzō’s sister, Omitu, and her dance teacher, Oyoshi. Later, Shinzō managed to get a job at another lumber dealer, but after a conflict with the detective Hansuke, who was also infatuated with Oyasu, Shinzō accidentally dropped lumber into the river and was fired. Unaware that Oyasu had borrowed money from a bar to repay the lumber dealer, Shinzō left to earn money in the Mito clan's crew quarters and ended up rescuing Rikichi from a dice game trouble.

Den Shichi of Kurodomon-chō, the best detective in Edo, captured members of a thief gang called "Kitsutsuki," but let three, including the rōnin Daikoku Yajūrō, Tengai Omachi, and Kasumi no Seiji, escape. Among the captured who were exiled, Genta and Kakuroku broke out and returned to Edo to reorganize the Kitsutsuki gang, starting to wreak havoc in the city. Due to the brutal methods used, Den Shichi suspected Yajūrō and Omachi had rejoined the gang. One day, a child who saw a hairdresser resembling Den Shichi, named Kiyoshi, reported to him. Kiyoshi, trusted by the moneychanger Yamano-ya, frequented by Den Shichi's wife Oshun, was rumored to be in love with Yamano-ya's daughter Oiku. Watanabe Kazuma and Kawai Matagorō from the Bizen Okayama Ikeda clan were close friends, but they inevitably became enemies after Matagorō killed Kazuma's younger brother, Gentayū, and fled. Seeking assistance, Kazuma asked his brother-in-law, Araki Mataemon, for help, but Mataemon refused, saying that it was against the code for a brother to avenge another brother's death. On the other hand, the lord of the clan, Ikeda Tadao, ordered a search for Matagorō, who was found to be sheltered by the Hatamoto, including Andō Jiemon, in Edo. Tadao was furious but unable to act. Matagorō, in Edo, came to regret his birth as a samurai. He met and fell in love with Okō, a bathhouse maid. As the discord between the Hatamoto and the Ikeda clan deepened, Tadao died of illness. Seizing the opportunity to ease the conflict, the shogunate ordered the Ikeda clan to be succeeded by the young lord Katsugorō and to relocate to the Ikeda clan of Inshū Tottori. Meanwhile, Matagorō was exiled from Edo.

On the run, they were rescued by the actor Nakamura Utaemon, but Ko-en was taken by the Hatamoto, Ono Issai. Gotaro, who fell off a cliff, was saved by the Dutch-trained doctor, Shibarai Ryokai, and his daughter Oume. While traveling to Edo, they met Utaemon in Mishima, who was suffering from a serious eye disease. Ryokai’s treatment saved Utaemon from blindness, and a strong friendship was formed among the three.

He was later reconciled by the family elder Ishikawa Yoriimo, who also gave him some money. Returning home happily, Ginpei found that his mother had already passed away. Okin, the daughter of a soba shop owner, comforted the heartbroken Ginpei, who in gratitude became affiliated with the Ishikawa household. Ginpei, a ruffian but ordinarily a quiet and honest man, became favored by Yoriimo's wife Chiyo and their child Harunosuke, and he began to accompany Yoriimo to the castle. Inside the castle, the family elder Otsuki Gyobu was in cahoots with Yoshitada's favorite concubine, Osada no Kata, and together with the treacherous Genba, they were plotting to establish Osada no Kata's child, Seinosuke, as the heir.

In the era of the twelfth Shogun, Tokugawa Ieyoshi, a notorious bandit known as "Shippu" (or "Swift Wind") emerged in Edo. Shippu would send a warning message called the "Thief's Summons" before striking, yet despite the magistrate's desperate search efforts, they couldn't find any leads. One day, a summons was shot into the residence of Ono Ryusai, who was leading a peaceful retirement life with his two concubines, O-Ran and O-Koshi. With the summons, various individuals including O-Ran's brother Itami Shigoshiro, the master of the Muso-ryu dojo, vigilante Mankichiro, rope expert Gohei, and Den'ichi from Kuromon Town were assigned to monitor the situation. However, while they were distracted by a neighboring fire, a chest containing a thousand ryo was stolen, and O-Koshi was killed.

A foot soldier from Tottori domain named Shirai Gonpachi showcased exceptional swordsmanship that even surpassed the domain's champion Honjo Sukehichi during a ceremonial match. Though Gonpachi was promised a promotion to samurai status due to his skills, Sukehichi's father Sukezaemon's intervention out of jealousy prevented this. In anger, Gonpachi killed Sukezaemon and, without realizing it, also mistakenly killed Tomoe, his lover's brother Tsushimo Uemon. Following this, he fled to Kyoto, seeking shelter at the "Murasa" inn operated by Uemon's aunt.

In the mountainous region of Koshu, Taikahara, there was an intense power struggle between the prominent families, Tamaki and Kakukura. Facing the steward of Kakukura, Kurokawa Senjiro, was Tamaki Daisaburo, who was skilled with a handgun. Daisaburo had granted protection to the charcoal maker, Miyoshi, safeguarding a few mountains passed down from their ancestors. Daisaburo's elder brother, Iori, who had completed his training in Edo, saved Kakukura's only daughter, Koyumi, on his way back home. However, while Daisaburo rushed to Iori's aid after Koyumi was attacked by Kurokawa and his men, their family home was set ablaze.

Hatamoto Akabane Tanaka once ruined his life with alcohol in his youth, leaving behind his wife and son, Hanji, to embark on a journey. He killed a man on the Shikoku route, but later returned to Edo, reforming his ways. Concerned about Hanji, he tracked down the wet nurse, O-Kane, to whom he had entrusted the boy. To his surprise, Hanji had become a respectable young man, now a subordinate of the gang leader, Tatsugorou. During a New Year visit to the Shiba Shinmei shrine, a minor altercation led Hanji to meet the geisha Koina, the wicked servant Miya-toku, and the sumo wrestler Naruto. Hanji and Naruto hit it off and formed a bond like brothers. However, Naruto's father was the very man Tanaka had killed. Naruto had been seeking vengeance against his father's killer. During a chance encounter at a restaurant, Naruto witnessed the reunion of Hanji and Tanaka, realizing Tanaka was his father's killer.

During the era of the third Tokugawa shogun, Iemitsu, to strengthen the shogunate, many daimyo clans that did not align with the central power were dismantled. Among them, the ronin from the Higo Kato domain harbored a grudge against Yanagisawa Tajima-no-kami, who was at the forefront of these suppressions. Tajima-no-kami had two sons, Jubei and Matashiro. While Jubei was prudent and thoughtful, Matashiro was of a free-spirited nature. However, both were devoted to their father and were exceptionally skilled in the way of the sword.

This is one of the many films based on the legend of Chuji Kunisada, a wandering gambler and a defender of the weak in the Edo period. In other words, he was the Japanese Robin Hood. In this film Kunisada (Chiezo Kataoka) arrives to a small town terrorized by an evil gang. He insists that he is not Kunisada, as the word is Kunisada has been executed, but of course the audience know better. Sonny Chiba plays an unusual supporting role as a helpless young man unable to defend himself from the gangsters. He does, however, get to play taiko drums and dance with Junko Fuji (who makes her film debut here). Chiba's father, an old judge who helps Kunisada, is played by Takashi Shimura. The film hardly anything exceptional, but it's a pretty decent jidai geki / yakuza drama.
